St. Louis Beard & Mustache Club
By-Laws
This founding document established the St Louis Beard & Mustache Club Inc.
This club is hereby formed for the purpose of promoting
facial hair growth, acceptance, pride, culture, and competition in the St Louis, Missouri area.

This club shall be democratic in nature
-
The club shall hold monthly meetings
-
The club will register with the State of Missouri, as well as local government where required and maintain official registration and good standing with the state and local government
-
The club shall be a non-profit 501(c)3 entity
-
The club shall hold an annual facial hair competition open to the public
-
This club will not discriminate membership based on political affiliation, familial status, disability, income level, employment status, gender, race, national origin, religion, sexual orientation, or organizational affiliation.

Any changes to the bylaws must be voted on by officers and active founding members
-
Any voting member of the club will have access to inspect the clubs’ financial reports
-
When conducting club business, official meetings will proceed using a casual parliamentary style procedure
-
Any member who has paid the annual dues and is in good standing with the club may bring a motion to the table during the regular proceedings to be seconded, then discussed, then a vote of membership taken with majority passing
-
Any member may be barred from membership and/or club activities by a unanimous vote of the officers
The club shall consist of 3 levels of membership:

Founding Members and Officers
-
Dedicated to being present at all possible meetings and events
-
Requiring representing STLBMC at a minimum of ONE non-St Louis competition per year
-
Must keep dues current, even if not present for meeting

Volunteer efforts are required

Members
-
$5 to join at meeting, presented with Membership Certificate
-
$5 monthly dues
-
Must keep up attendance and dues to be eligible for voting after 3 concurrent months

Volunteer efforts are required

Supporters
-
Sponsors in the community given membership status without voting rights

Members that have let dues lapse more than 3 months, voting rights lost

The club shall elected and maintain the following officer positions:

President

Vice President

Treasurer

Historian

Event Coordinator

Recruiter

Sentinel
On years ending in an odd number, the following officers will be elected:

President

On years ending in an even number, the following officers will be elected:

The club shall hold officer elections every year
-
Officer elections will be held by secret ballot
-
The date and location of elections will be announced a minimum of 2 months before elections take place
-
Officer term lengths will be 2 years with no limit on number of terms served
-
Any officer can be removed by majority vote of membership at normal proceedings
-
Any officer that electively shaves, and remains clean shaven, will immediately be removed from office
-
If there is an officer vacancy for any reason between the election cycle, there will be a special election no later than the 2nd month of vacancy to take place during regular meeting proceedings
Presidents’ duties are as follows:

Coordinate meeting place and time

Preside over meetings

Set agenda for official meetings
-
Coordinate with the other officers and membership to uphold the mission of the club
Vice Presidents’ duties are as follows:

Perform the duties of the President in the Presidents’ absence

Maintain a strong leadership presence at meetings and events
-
Host clubs’ annual Family Dinner Charity Event in December
-
Assists the president to coordinate with officers and membership to uphold the mission of the club
Treasurers’ duties are as follows:
-
Coordinate with a certified CPA to maintain accurate financial records and file state, local, and federal tax registrations

Keep a record of all financial transactions including receipts and expenditures
-
Maintain a club account at a local bank or credit union
-
Coordinate and assist in all budgeting matters
Historians’ duties are as follows:

Keep an accurate roll of membership
-
Maintain a guestbook/meeting attendance record
-
Maintain all meeting notes with the club Google Docs drive

Keep an accurate, objective record of club history
Sentinels’ duties are as follows:
-
Call official meetings to order
-
Maintain security, safety, and comfort for all members and guests at club meetings and events
-
Enforce club rules
Recruiters’ duties are as follows:
-
To encourage and recruit new members, potential members, and supporters to attend meetings, join the club, retain membership, and get involved with club activities
-
Coordinate at least one official club recruitment event annually
